What is a half month and why is it used?

We mail our postcards out on the 1st and the 16th of each month.  Because we send them out just twice a month, each mailing includes a range of medical due dates that covers 2 weeks.
The two date ranges we cover are the 8th to the 22nd of the month and the 23rd to the 7th of the next month.

This combination of mailings on the 1st and 16th, and mailing to a range of due dates - is what we call half-months in the delivery schedule.  So each half-month is one mailing, either on the 1st or the 16th. What date range is applied will depend on whether the due date is before or after that mailing date.

You designate in the delivery schedule whether the notices are sent before the medical reminder is due, after the medical reminder is due, or both. So a delivery schedule of 1 half-month before the medical reminder is due will send out a notice about 2 weeks before the reminder is due. 2 half-months before the medical reminder is due would generate a notice about 4 weeks before the reminder is due (two 2-week periods), and so on. 

As an example, for the May 1st mailing, a delivery schedule of 2 half-months before the reminder is due would equate to reminders due from May 23 - June 7.  If you think about it, for the date range May 23 - June 7, the mailing just before that date range is May 16th, so that would be one half-month (one mailing) before the reminder is due, so May 1st would be 2 half-month mailings before.
